SLAC Scientific & Technical Information (STI) Publications Services provides a central resource for SLAC’s scientific and technical information and publication needs.
SLAC scientists and researchers’ author and produce a wide range of scientific and technical information, including technical reports, research data, software, patents, program documents, conference papers, book chapters, and peer-reviewed journal articles resulting from research performed under the U.S. Department of Energy (DOE) contract.
Scientific and technical information resulting from DOE-funded research is submitted to the DOE Office of Scientific and Technical Information (OSTI) in accordance with DOE O 241.1D, Scientific and Technical Information Management, and applicable DOE public-access requirements.

Scientific & Technical Information (STI) and DOE Requirements
SLAC is required to collect, review, submit, and report scientific and technical information
resulting from DOE-funded research in accordance with applicable DOE requirements, including
DOE O 241.1D, Scientific and Technical Information Management.STI Publications Services supports SLAC’s compliance with these requirements by providing
guidance and services for the timely submission, review, reporting, and management of scientific
and technical information.
Why Your Submission Matters
When you publish or produce scientific and technical information as part of your work at SLAC, the resulting publication or research product may be subject to DOE STI reporting requirements.
Authors are responsible for submitting their publications and other research products tonSTI Publications Services promptly. Early submission allows STI Publications Services to:
- Review the submission and determine applicable STI reporting requirements.
- Collect required metadata and supporting documentation.
- Complete DOE/OSTI reporting requirements.
- Identify and resolve submission issues before publication or other applicable deadlines.
- Help ensure that SLAC’s scientific output is accurately documented and reported to DOE.
Prompt submission helps ensure that SLAC’s scientific and technical output is accurately documented, reported, and made publicly accessible in accordance with applicable DOE requirements.
Key Functions
Compliance and Reporting
Ensures adherence to DOE Order 241.1D for reporting research.
STI Publications Services supports compliance with DOE Order 241.1D by ensuring that
scientific and technical information resulting from SLAC research is properly submitted,
documented, and reported to DOE.
Submit Your STI Publication
Submit your publication and any available metadata to STI Publications Services using the STI
Publication Submission Form:
Please submit your publication as early as possible to allow STI Publications Services
sufficient time to review the submission, collect required information, and complete DOE/OSTI
reporting requirements.
Author Submits → STI Reviews → Record Is Processed → DOE Reporting → Record Updated
STI Review
STI Publications Services reviews the submission for completeness and determines the
applicable reporting requirements.
Record Processing
STI staff create or update the STI record and collect additional information as needed.
DOE Reporting
STI reports applicable scientific and technical information through the appropriate DOE systems
in accordance with DOE requirements.
Record Maintenance
Publication information, identifiers, links, and other metadata can be updated as additional
information becomes available.
STI Publication Services
Do You Need PCard Approval to Pay Journal Fees?
Yes. Advance Approval (AA) is required before using a PCard for most specialized purchases, including STI/OSTI publication fees.
Follow these steps to help ensure a smooth and compliant payment process.
Step 1: Submit Your Manuscript
Use the Scientific and Technical Information (STI) for DOE-Funded Research — Submission Form:
Under Document Submission Type, select Manuscript or Accepted Manuscript.
Complete all required metadata fields and upload your manuscript.
After your submission is processed, you will receive an OSTI ID. Please allow up to 24 hours for the OSTI ID to be generated.
Step 2: Request Advance Approval (AA)
For most specialized purchases, including STI/OSTI publication fees, you must obtain Advance Approval (AA) before making the purchase.
Obtain the Required Information
For publication-related purchases, you will need the OSTI ID generated from your STI submission.
Complete the Advance Approval Form
Submit the required AA request and obtain your manager’s approval/signature.
Send the Approved Form for Processing
Email the approved AA form to PCard@slac.stanford.edu.
Wait for Processing
Once the AA has been processed and returned, you may proceed with the purchase using your PCard.
Important: Do not use your PCard to pay the journal fee until the required Advance Approval has been processed.
