SLAC Export Controls and Compliance: Understanding Your Responsibilities

All SLAC activities are governed by U.S. export laws if they include sharing technology or assistance with foreign individuals or organizations, locally or abroad.

Export-controlled technology often comes from SLAC sponsors, partners or collaborators and is typically accompanied by restrictions such as export control marks or NDAs.

What Requires Compliance with Export Regulations?

• Using export controlled technology or software to conduct all research including to conduct fundamental research.
• Use of export-controlled items by foreign nationals (export licensing requirements depend on the export control classification of the items and always apply for defense type/ITAR-marked items).
• Exports (international shipments) of all items from the USA.
• Hand carrying export controlled items or equipment.
• Receipt of equipment, technology, software, source code, technical information, or software marked as export (EAR or ITAR) controlled.
• Sharing of export-controlled technology, software or source code with foreign nationals (sharing of background intellectual property or U.S. government controlled unclassified information may also require compliance if the intellectual property and controlled unclassified information is also export controlled).
