Scientific & Technical Information (STI) Publication Services

Ensures adherence to DOE Order 241.1D by coordinating the proper submission, documentation, review, and reporting of scientific and technical information (STI) resulting from SLAC research to the DOE Office of Scientific and Technical Information (OSTI).

Under DOE Order 241.1D, DOE offices, contractors, and grantees are responsible for identifying, collecting, reviewing, controlling, preserving, and disseminating STI resulting from DOE-funded research. OSTI serves as DOE’s central office for STI management and public access.

STI Publications Services supports SLAC researchers and the Laboratory in meeting these requirements by facilitating STI submissions to OSTI, ensuring required metadata and documentation are complete, and supporting compliance with DOE public-access and reporting requirements.

What Is ORCID?

ORCID (Open Researcher and Contributor ID) is a unique, 16-digit digital identifier that distinguishes you from every other researcher. It stays with you throughout your career — even if you change your name, institution, or research field.

Do You Need PCard Approval to Pay Journal Fees?

Yes. Advance Approval (AA) is required before using a PCard for most specialized purchases, including STI/OSTI publication fees.

Follow these steps to help ensure a smooth and compliant payment process.

Step 1: Submit Your Manuscript

Use the Scientific and Technical Information (STI) for DOE-Funded Research — Submission Form:

Submit Your STI Publication

• Under Document Submission Type, select Manuscript or Accepted Manuscript.
• Complete all required metadata fields and upload your manuscript.
• After your submission is processed, you will receive an OSTI ID. Please allow up to 24 hours for the OSTI ID to be generated.

Step 2: Request Advance Approval (AA)

For most specialized purchases, including STI/OSTI publication fees, you must obtain Advance Approval (AA) before making the purchase.

1. Obtain the Required Information
   For publication-related purchases, you will need the OSTI ID generated from your STI submission.
2. Complete the Advance Approval Form
   Submit the required AA request and obtain your manager’s approval/signature.
3. Send the Approved Form for Processing
   Email the approved AA form to PCard@slac.stanford.edu.
4. Wait for Processing
   Once the AA has been processed and returned, you may proceed with the purchase using your PCard.

Important: Do not use your PCard to pay the journal fee until the required Advance Approval has been processed.
